In March 2009, the clarion call was sounded to deepen the reform of the medical and health system. As one of the four beams and eight pillars of deepening medical reform, information construction is included in the important agenda of decision-making departments at all levels. In 2012, the National Development and Reform Commission and the former Ministry of Health jointly issued the Guiding Opinions on the Construction Project of Management Information System for Primary Medical and Health Institutions, requiring the promotion of information construction of primary medical and health institutions; In July 2013, the Provincial Development and Reform Commission officially approved the construction of the management information system for primary medical and health institutions in Guangdong Province, with a total investment of 443.34 million yuan; In September 2015, the Provincial Development and Reform Commission officially approved the preliminary design plan of the project, and the construction of the management information system for grassroots medical and health institutions in Guangdong Province has kicked off.

 

Project construction achievement

● The project involved 15 prefecture-level cities, built 1 provincial data center and 15 prefecture-level data centers, and set up a provincial grassroots medical and health private cloud platform with 16 nodes.

● The project built a provincial and 15 prefecture-level primary medical and health data exchange and application platform, laying the foundation for the province's primary medical and health data interconnection.

● The project has built a unified grass-roots medical and health information standard system in the province, and unified the standards of data docking and business coordination. The project provides a public health - medical integration application system for 1967 primary medical and health institutions in the province, equipped with computers, card readers and other terminal equipment.

● The multi-level system operation and maintenance management center completed by the project effectively supports the overall operation and maintenance of the project, cooperating with the on-site operation and maintenance team of each district in the province to escort the stable operation of the province's basic health platform.
